Advancing Sustainable Construction: ICC’s Presence at the Devolution Conference 2025
The recently concluded DevolutionConference2025 held from August 12th to 15th 2025 in Homa Bay County was a landmark event that united a broad spectrum of stakeholders including national and county government officials, policymakers, academia, private sector players, and civil society organizations. The conference focused on the pivotal role of devolution as a catalyst for accelerating sustainable development and equity in Kenya. Key themes discussed were affordable housing, climate change adaptation, infrastructure development, economic empowerment and fostering innovative county-led solutions tailored to local needs.
A highlight of the conference was the participation of the Institute of Cement & Concrete (ICC), represented by Abigael Chepkoech & Victor Mugambi from Meru County. ICC showcased Limestone Calcined Clay Cement (LC3), a revolutionary cement technology that offers a low-carbon, cost-effective and high-performance alternative to Ordinary Portland Cement. LC3 holds significant promise for supporting Kenya’s affordable housing goals, building climate-resilient infrastructure and driving sustainable construction practices. This aligns strongly with national efforts to reduce construction-related carbon emissions while boosting economic growth through eco-friendly building technologies.
The conference emphasized the power of collaborative, innovative approaches under devolution to drive equitable socio-economic development and technological advancement at the county level. Over 11,000 delegates participated, engaging in plenary sessions, exhibitions, and networking opportunities that encouraged sharing best practices and forging partnerships across sectors.
Generally, the 2025 Devolution Conference solidified the role of county governments as vital engines of inclusive growth, social justice and sustainable development in Kenya, setting a clear path forward for continued progress through devolved governance. The event served as a critical platform for reflecting on achievements, addressing challenges and inspiring bold new ideas to close Kenya’s socio-economic divide and propel prosperity for all citizens. We applaud our team for this amazing representation.
